  • Not Just for Over-55 Anymore? Proposed Changes to Age-Restricted Adult Housing Regulations

    There will be a Legislative Public Hearing on Monday, March 16, 2009 - 7:30 p.m. at the Board of Education, Board Room 10910 Route 108 in Ellicott City to consider a proposal,

    "amending the Howard County Zoning Regulation’s definition of Age-restricted Adult Housing to allow an exception of up to 20 percent of the units within age-restricted adult housing developments to be unrestricted in terms of age occupancy requirements except for the existing restriction applicable to children under 18 years of age; to delete an existing exception relating to surviving household members 50 years or older; and generally relating to age-restricted adult housing."

    This is, of course, an important change in general, more important indeed to those who live near neighborhoods with this type of zoning. I would strongly suggest that anyone with an interest in this issue attend the hearing, to hear the reasoning behind the request.  I have always had a concern for the long-term effect of shifting demographics on the demand for this type of housing.....  I didn't think the market would make it an issue this quickly!

    I have always been concerned that, over time, as there are less people who are over 55, there will be less demand for this type of housing.  In fact, their response to the current market has shown the over-55 crowd to be cautious, and their demand for this type of housing to be relatively elastic.  What will happen to this housing stock when there is no longer enough demand?  Prices will drop, and some of these communities will find themselves in a similar situation to many homeowners right now...... lost home value.   This will create an incentive for changes in the zoning to allow a broader ownership, which will bring in those under 55, which will bring in  children, which will affect the schools.

    What are the Guiding Principles of County Growth?  Where is the Vision?
    This legislation is being introduced by the Chairman, at the request of a developer.  As a long-time County resident, I am sometimes frustrated with a perceived lack of vision with regard to the overall growth and planning in the County.  Zoning regulations are the steering wheel, accelerator, and brakes of development.... but they don't plan the trip!  When you have a vision, and you know where you are going, the trip is much easier.  If anyone doubts the importance and staying-power of vision, just look what an impact Jim Rouse's vision for Columbia has had on all the subsequent development in Columbia!

    I look forward to hearing this proposal presented, to hear their argument, and to see what is being done in other communities.

  • Conditional Use Planning Meeting Notes

    On February 4th at 6:00 I attended the meeting to discuss plans for Hebron Manor.  About a dozen people were in attendance, in addtion to Mr. Sang Oh, who is representing the petitioner, and Mr. Bob Corbett, Vice President at Williamsburg Homes.  They explained that the intent of the developer is to reduce the size of the community center from 3200 square feet to 2000 square feet, and to eliminate the pool, as contained in the original plans.  As a builder, their concern is that the over-sized community center and the pool are too expensive to build (putting pressure on prices in this challenging market), and too expensive to maintain, causing fees to be too high, and thus making the properties less appealing.  Judging from the questions from the audience, and the discussion during the follow-up, no one in attendance had any concerns about their proposal.

    But there were many other questions.... and to answer them requires going back to a little basic information about the community.

    Hebron Manor is a Condominium Community
    As most people know, in a condo community, each owner owns their unit, and a share of the entire common area and amenities.  When Williamsburg purchased the community, they purchased the entire community, but they did not purchase the two existing buildings.  The building closest to Old Mill Rd. is owned by Bradford Bank (or will be shortly) and the building farther in the community is owned by K-Bank (or will be shortly).  The fate of the two buildings already under roof is uncertain.... and complicated.......and will probably not be resolved for a while.  I will be reaching out to each bank to see the status of the properties, and to attempt to keep everyone up to date on the process. 

    Williamsburg Homes Will Develop the Whole Community Consistent with the Initial Plans
    I for one was glad to hear that the the builder will be required to adhere to the plan that is already in place for the community.  This includes:

         All the buildings will have the same footprint as the original plan
         The number of buildings and the number of units within those buildings will remain the same
         The landscaping portrayed in the original plan will be installed
         The walking path will be installed

    And the Start Date Is?
    They are hoping to begin construction the first week of March, pending the outcome of their submission of the "red line" revisions to the original plan on Friday.  While some units will sell in the upper $300's, the likely target price will be mid-$400's to around $500k.  Architectural plans were just completed, so firm prices are not known yet, and of course are subject to market forces.

    I will be working with the developer to make more information available, to include the fiinal plans when they are available. 

  • Conditional Use Planning Meeting Scheduled for February 4th

    It has been a while since I posted any information about the situation at Hebron Manor.  After my initial post, the property was listed for sale with a different real estate company, which basically eliminates my ability to discuss the property.  My how times have changed.  As you may have seen, activity at the property stopped many months ago.  I was recently contacted by the Baltimore Business Journal, who did a story about the prior developer, Altieri Homes losing their charter, and selling the property to Williamsburg Homes.  That is good news for our community, as Williamsburg Homes is a well known builder of top-quality homes in our area.

    Recently, a sign was posted announcing a zoning meeting for the property, to be held at 6 p.m. on February 4th at the Ellicott City Senior Center.  I called the contact number, and was able to speak with Mr. Sang Oh.  I have known Mr. Oh for many years, since my days as a police officer and his as a State's Attorney for Howard County.  He informed me that the reason for the hearing is the developer's desire to make the community center and pool area in Hebron Manor smaller.  The existing design makes the facility too expensive, especially in this current market.

    I will attend the meeting and post the results here shortly thereafter.

  • What is Happening at Hebron Manor?

    As you may have seen, activity at Hebron Manor has apparently stopped.  Since I live nearby, several of you have e-mailed me privately asking what is going on there, and expressing concern with the pace of the project.

    We are in a tough market right now, and most builders are building townhome neighborhoods section by section, sometimes not commencing construction on a section until all the units are sold.  I am not sure if that is the case here, but it may be.  I intend to check with the County and see what the status of their building and inspection permits is, and will let everyone know what I find out.

  • Hebron Manor Coming Soon

    As many of you know, Altieri Homes is building a neighborhood of 0ver-55 townhomes on Old Mill.  I will be keeping you posted on the progress of the neighborhood, and will post some of the milestones in this blog.   If you have any questions about the neighborhood, please let me know.  I am working with the builder now to provide early-release information to the neighborhood just so everyone is aware.
